The network equipment will be installed on map posts along Queen Street in the town centre, if given the go-ahead.
Organisers hope it will be completed by summer.
Robert Finnigan, chairman of Morley Town Centre Partnership, said: “There is good progress towards providing the type of digital support required for Morley Town Centre traders.
“With a free WiFi system, focused on promoting Morley businesses, we should see an increased footfall across Morley town centre.”
