Revamp is a waste

REGARDING the revamp of Otley Market Place. I think it is a waste of money to lift the stones only to then re-lay them after cleaning. Surely this can be done without removing them.
Why clean them at all when these stones all have their own natural shade?
A better use of the money would be to use it to fund the clearing of the drains on Otley Road where one in three are blocked and Burley-in-Wharfedale to Ilkley where at least half are blocked, causing serious flooding.
